Prophetic language needs to be recognized or crazy ideas can emerge. Heavens = governments, earth = general populace, stars falling from heaven = rulers falling from power. Granting the ability to speak or to give breath to = declares laws. Earth also = the subject land being spoken of, in which case the sea is the surrounding lands. Indeed, the “earth” is often Israel/Judea in prophecy, and the “sea” is often the Gentiles. A flood from the sea onto the land implies a war. Fire from heaven can also mean a military attack. Beasts = kingdoms, horns = rulers, etc etc. This may be surprising if you haven’t studied the literature, but I assure you, the literal heavens can only be rolled up as a scroll so many times. For example, in the prophetic judgment of an Old Testament land, this happens: “All the host of heaven shall rot away, and the skies roll up like a scroll.” This isn’t Revelation, but it is prophetic judgment. It’s way more common than you think in the scriptures. If I mentioned “the earth, and behold, it was without form and void;” … you may think I was quoting Genesis, but you’d be wrong. It’s Jeremiah 4:23. Numbers are also important. Twelve signifies organization entirety, and 1,000 can signify all. One-third is a large part but not the majority. Seven is perfection, fullness, completeness, etc.
