“Earth” does not always mean the whole globe. In prophetic literature, it means the land spoken of.
Proof:
Isaiah 24:21 – And it shall come to pass in that day, that the Lord shall punish the host of the high ones that are on high, and the kings of the earth upon the earth.
Isaiah 24:1 – Behold, the Lord will empty the earth and make it desolate, and he will twist its surface and scatter its inhabitants.
Isiah 24:13 – For thus it shall be in the midst of the earth among the nations…
